After change module gallery is ok, but after refresh page error found “Uncaught TypeError: jQuery(…).gmPhantom is not a function”

Can you help me understand why after refresh page galeery not start?
After refresh i don’t see this line:

And I do not understand why it disappears and appears only after the change to the gallery.
If you have some cache plugins installed, then you should reset cache after gallery editing.
After reset all cache is all ok. After the page is updated, 2 lines disappear again.

P.S. I have W3 total cache plugin
Sorry, I don’t know how the W3 Cache plugin works and why it cache page without gallery scripts.
