It’s could be cache. Try reset cache plugins and clear browser cache. If not help, then post link to your gallery.
The only reason could be plugins conflict. Some other plugin could load their JS on Flagallery admin pages and break the functionality.
Find which plugin is in conflict by disabling other plugins one by one and test. Then you can write to that plugin’s developer to fix his plugin to load JS and CSS only on own admin pages.“album index/sorting function” if you mean sorting albums inside gallery, then you just can select albums in order you need when create gallery or just drag and drop album titles inside field to change the order.
Custom sorting is also available for items inside album, just go to Albums page and edit album… there you can set predefined order or drag and drop items for custom ordering.
No, there is no Download button in PhotoBlog, but you can add link to image and in PhotoBlog this link will be added to image title.
Maybe you installed some security plugins which add some rules to .htaccess file that forbid to upload to ‘wp-content/grand-media/’ folder.

One album could be private and another one public, so if one item have few albums it could not be public and private at the same time… it’s a bit complicated…Should be like this:
